Windshield Wipers don't work properly!
I turned on the wipers but they were frozen on the windshield, now they only work at the 4th step (upper most step), non of the other positions work (the washer seems to work water comes out)! Any ideas to where the problem might??? Thanks
p.s the wiper lever position at which they work is attached!!!
