hmmmmm ok......so you think them few extra threads make a difference?
Damm.......I don't feel like taking it apart.......by the way,I wrapped a rubber hose tube over the section which spans the battery posts(just in case)

in theory it could make a difference...the whole idea of the brace is to be as rigid as possible...
by leaving the washer in, you are introducing an element that is able to shift in relation to the other components....
and I would think that the more threads the better. Think about the amount of force and vibration being transferred to those bolts. They DO have a tendency to loosen up, keep an eye on them. More threads engaging will reduce their tendency to loosen up.
but I don't think anything disastrous will happen if you leave them. Just keep an eye on the bolts.
