If that were the case, why not just ride your brakes and keep them on legitimately.
I can't think of a signal situation where you would need to have two rear foglights, where one would not be sufficient.

and yes that would be stupid - but i'd like my lights to be on both sides, just because having one light bothers me and the fact that I could choose to flip them on to get rid of tailgaters if need be.
