Its part of Immobilizer III -- which links the instrument cluster, ECU, and your keys together.
If you have access to a VAG-COM cable, you can get the Immobilizer ID, which along with your VIN are used by the dealer to generate an SKC. The SKC is only good on YOUR car.
If you find a dealer willing to give you a SKC, you will also need to know their WSC (workshop code), Importer # (I think all US dealers are 444), and the date the SKC was created. Once you have this, you can reuse this code.
The process is pretty well documented on www.ross-tech.com -- but its involved and irritating.
