If I had to choose between those options, I'd go for a H7 kit.
Its plug-n-play. So its easier, but with (at least) the same result as modding your halogens.
Obviously just swapping the whole housing for OEM Xenons is the best option.

Hmm, for that money...its should be all inclusive.
A friend of mine had halogens and swapped them for OEM xenons. Think he payed 500 euro for 2 (e-code) light units incl. balasts. New. Harness is not needed since the connectors are the same. Its a straight swap: disconnect harness...remove units, place unit, connect...and you're done.
Not sure where you can get a full OEM kit in the USA (I'm in Europe). Ebay maybe?
