2008 Audi A4 convertible. Headlight flickers on and off, seems to be a short in light arm on steering column?

More likely just a bad bulb. Replace that is indicating bad on the center display. It will come up as a "dipped headlight" failure.

Your '08 is not a B6 series, however: you say "Headlight" flickers on and off. So it is only one headlight? If so, then not likely the headlight switch. Also, do you have halogen or Xenon type lights? At their end-of-like, the Xenon can go on and off, besides loosing brightness.
