Sounds like something is loose, and when you brake, a bad connection ..
in the headlight wiring is connected from the deceleration force.
OR, there is a fault in the Central Electric Control Module, in that case the CECM will need to be replaced.
Do you mean that when the lights are ON, the pass side headlight is not illuminated, and turns on only with the brake applied, OR the pass headlight turns on whenever the brake is applied, regardless if the Headlights are ON or OFF? OR, does the pass side headlight only turn on while the car is decelerating due to the brakes applied, OR whenever the brake pedal is pressed, even if the car is already stopped?

OK, if the headlight illuminates, whenever the brake is applied, with the car moving or stopped, ..
And does not turn on with the brake when the headlight switch is ON? And, does not illuminated with the headlight switch ON when the brakes are applied with the car moving or stopped?
It sounds like the Central Electric Control Module, is defective, and must be replaced.
