To remove any doubt, I flushed system with new oil - Noise is still present

What is different (relative to the power steering) when econ mode switched from off to on ?

Default Which parts? the tensioner ? rack and pump are new.
How difficult is it to replace the tensioner? on a V6

Default Does your motor change idle, with a/c compressor running?
Is there a noticable idle change, when turning a/c on and off?

How many turns to go full lock to the right, then to the left, with the steering wheel?

The a/c compressor is loading down on the same belt used by the steering pump...

Default It drops 20 to 40 rpm initially then returns to 800. When I turn the wheel it has a simmilar drop
in rpm as well. The drop seems sligtly more when turning from right to left (clockwise)
