If i want to paint my rear lower, do I have to remove the whole rear bumper?

I heard no. You just need to be sure to cover the bottom so you don't paint exhaust etc...

True, if it's painted on the car. However, if removed to paint, the whole bumper has to come off

Default Best results if all parts to be painted are removed, prepped, painted and kiln dried.
The key is the prepping (they etched the surface to be painted) and the kiln drying. Neither can be properly done if the parts remain on the car.

If the shop does it correctly, they should recommend to take off all 8 pieces to paint
