Something is missing?

Something is missing?
Picked up a 2003 Audi A4 3.0L the other day. Everything seems to work OK, but i noticed something today. When sitting with the car idling, the temperature starts to creep up to the "H" . If the car rolls again, it settles back to the middle.
The cooling fans don't seem to turn on. I lifted up the cover on the driver's side of the car and something seems to be missing or not right. (pictured) The fans do not seem to be plugged in as there are two plugs floating where something looks missing.
After a online image search and many forums, I cannot figure whats missing or where these plugs go.
Any help would be greatly appreciated.

I'm pretty sure that's the radiator fan control wire harness. It should be in that plastic clip plate at the lower position. But where is the other half!? It comes from the driver side fender just behind the headlamp. If you don't see it pull the driver headlamp out to see if it is hiding underneath. The wire harness marked "Hungary" goes in the top position in that clip plate.

Having replaced my Fan Control Module (FCM) last summer, agree, that goes to the FCM that is mounted in front of the radiator to the right of the hood latch. What is the connector sitting just to right of it? Is that connected to anything?
