What does this say?

Literally, First Auto - The People. Actually means, First Auto (probably the dealer) - Volkswagen
I think all cars in China needs to wear a badge that has "Dealer - Brand" on it in the same typeface. I don't know if they actually need to have it by law, but I see them on every single car over there.

The first two characters means "FAW Group Co."(China Frist Automobile Works Group Co.), the second two characters means "Volkswagen". This Badge is applied at the back of those vehicles produced by FAW. In 1991, working in partnership with Volkswagen AG, FAW created a new state-of-the-art production facility with a yearly production capacity in excess of 150,000 units. Most of them are Audi. The productions from Audi 100 at begining to Audi A4, A6 and A8 now. Except for Audi, FAW also produces VW Jetta, Polo, Golf etc. Here's the link of FAW, you can have a look at it.

FAW Group Co.
