They don't work exactly like that...
there are sensors attached to the front and rear control arms that send information back regarding the "height" of each. So if you load up the back seat with 3 200lb guys, the rear sensor will read that it's low, and the front will read that it's the normal height. The beams will point down to compensate for the car being off kilter.
So if you're driving up or down a slight grade in the road, you'll probably notice the headlights won't compensate, and if it's a steep grade, they might just a little but if the front or rear suspension is sitting significantly lower than the other axle.
