If you don't have NAV you are SOL, like me in my 2007 B7. Scans freq not presets.

i have a loaner car and its an 08 the left hand control on the steering wheel scans, on my 07 it goes through presets.

scroll them, if Im in reg tune mode it goes to the next station.

is the loaner with or without NAV, and your 07 is it with or without NAV as well?

my 08 scrolls presets in sattelite radio and stations/frequency in FM tuner

I was having an issue where the left wheel would randomly not scroll at all for stations, pre-sets or phone numbers. They ended up changing the coding and replacing a wire in the steering wheel. Problem solved...works fine now.

What year is your car? Is it symphony II or II+? symphony II will scroll presets II+ won't
