2.0T no heat, lower radiator hose cold

It is the thermostat that opens the path to the radiator (upper hose). The lower radiator hose is the return from the radiator to the coolant pump.
On the Gen1/Gen2, it's just a reactive device, gets hot, opens. What is the coolant temp reported by the engine control module? The thermostat doesn't start opening until at least mid 90s (°C) and should be fully open by 105°C.
On the Gen3, it's a managed electrically operated device.
