I had front & rear brakes & rotors & tires put on my car & when I picked up the car the parking brake did not work, the mechanic said they had nothing to do with it, it was a coincidence

I would ask your mechanic what wrong with the parking brake. It may or may not relate to the rear brake.

Are they an Audi shop? For the rear if you don't have vag-com or a way to release it with the system you could mess it up. I know you can disconnect and apply voltage to it to move it manually, but if they messed that up it's a possibility. You should ask how they disengaged the parking brake when they did the job.

The vehicle is 2009 A4 convertible so it does not have Electromechanical Parking brake system. VAG-COM is not needed to work on rear brake service. OP needs to state the faulty parking brake symptom. Saying "Parking brake did not work" doesn't mean much.
