Of course he can, one of my best friends just waited 4 months for his custom 340. BMW has like 5 factories that build the 3/4 series. One of them is SA.

I think they would, but I decided I don't want a BMW because I would not have the chance to listen to the Harmon Kardon stereo and I don't want the run flat tires. I've heard too many unhappy/horror stories about people's experiences with run flats. I like a full size or donut tire better. Supposedly, if you get a puncture in the tire you're not supposed to patch it. You have to buy a new tire. If you hit a pothole and the sidewall is damaged, you will have to buy a new tire.
