All Weather Light Configuration with Full LEDs

I took delivery of my MY13 A6 about 2 weeks ago and the Full LED option was a no brainer. So far I'm loving the ride.
I was noticing in the LED Headlight pdf (link below), that the "All Weather Light" configuration (pg 61), should illuminate the cornering light and the 9 low beam modules minus the upper 2 modules. The two upper modules on each side are turned off to prevent self-dazzling in rain and fog.
I was testing this out in my garage the other evening and could not get the 2 upper LED modules to turn off when I pushed the all weather light button (tested in P and D). Is anyone else experiencing/noticing this and if so, is it a programming issue that was overlooked by Audi, or am I just overlooking something?
Got my SA involved and he says he is looking into it as well.

The top two LEDs remain lit with my car too. I wonder if it has something to do with DOT regulations, similar to how OEM foglights are only enabled when the headlights are on (which defeats the whole purpose, which is to not dazzle the driver).
