Thank you for all of the responses and in conclusion I deduce that the seats blow and not suck but at blowing they suck.

I believe the idea is that it provides a light cooling effect but not too strong that it will ever get too cold or uncomfortable, the cooling does work but lightly, I think it's intentionally mild to not overwhelm.

For the amount of noise they make they should make snow flakes. You should not be able to hear or feel them and on level 3 you should get cold enough to move to a lower level.
For this kind of car they exhibit all of the design and implementation of a Tata.

I am not sure about the A6 but in my A8 it was completely silent and felt good, I would think if it's making any noise at all there's something wrong

I agree, I will have them checked out but my observations seem in line with other comments.

So two more A's get you the "working" option!

Totally agree.
The ventilation seats and the heated steering wheel are the two options I consider totally useless as they hardly deliver any noticeable effect.

One of the biggest disappointments about the car. I was really looking forward to these, and I put them on and other than the white noise sound from behind my ear I wonder if they have any effect at all. Why on earth do they have multiple levels when even the highest seems to do nothing.

I have a Prestige A6, does my car have massage seats? I haven't seen the setting anywhere?

You would need to have the comfort seating package

Probably, but the massage seats got lost in the German translation, they call them "Cooled Seats"
