35mm offest vs 30mm offset
Am I correct in saying that a 30mm of set vs a 35mm offset will give make the tires stick out an xtra 5mm with the 30 mm offset.
I'm trying to decide between RS4 replics wheels 18" - 30 offset or 19" 35 offset?
Will both of these fit a 2000 A6 2.7T?

Yes, your understanding of offset is correct.
Not to confuse matters, but assuming of course, you're talking about postive offset on both wheels (some cars run negative offset so the direction goes the opposite way).
Since offset is a measure from the centre line of the wheel, also consider the respective wheel widths of the 2 in question. If one is wider than the other, that will either accentuate or offset the offset differences.
You should ask the vendor(s) if the wheels will fit the 2.7T. Some 18" wheels don't clear the HP2 calipers. You will probably find the ET30s are close to, if not outside, the fender line -- especially in the front.
