Default Headlights? '03 Xenon, when turning lights on they used to point toward ground and

then adjust up to normal level. Now they just sit at normal level. Seems like if car was loaded they would shine in approaching driver's eyes. Any thoughts?

mine were replaced and they just aim up all the time now without adjusting.

Mine randomly are "caught" adjusting. Doesn't seem to be a problem.

Default Try parking on an incline - for some reason I notice it more if the car is facing down the incline -

turn off your car, take the keys out, leave and lock. Then get in and start it...for me this scenario always provides some noticeable movement in the headlights.

Default Have the fault codes checked/cleared

When I replaced my headlights they didn't adjust right away. I had to clear the fault codes with VAGCOM, turn them off, and turn them back on for them to adjust. Work fine since then.

Default Yes...may be black box problem.

They should cycle/adjust themselves during a cold start. If not, mention it at your next scheduled maintenance. Covered by warranty.

Our 00 4.2 has had several sensors in the HID aiming system replaced under warranty and the latest (out of warranty) was the black box itself. Cost about $300.
