Default how low is windshield washer fluid good to?

Up in Tahoe yesterday it was 11 degrees (F). My windshield washers failed to work. As it warmed up, they started to work, at 34 degrees, the driver's one was working, the rest (including headlights) were working fine later.

It is clear the fluid froze up. Is this supposed to happen? What is the point of heated nozzles if the system freezes? Dod my dealer just put water in there instead of the proper fluid thinking my car would never see temps below 32?

Default Never had the cheap blue stuff freeze here in New Hampshire-->

but have had even better performance with the Prestone and now the RainX DeIcer fluids which run about $2.50 per gallon.

Default Never had the blue stuff freeze up here in Minnesota either.

of course once it gets down below 0 there's nothing liquid on the roads anyway.

Default Must be a dilute solution...

I used the cheap blue stuff when I lived north of Chicago and it didn't freeze until the temp got below 0F. I have been using Rain-X lately and I just went and looked at the bottle and they claim it is good to 0F.
