There are two different things to be done to a new key to be fully operational...
For cars with immobilizer (01 and above) the keys need to be matched to ECU, this will allow the car to start. Matching can be done with Vag-com if you can get the 7 digit key from the dealer (very unlikely). If secret key is not available you need to take it to the dealer to do it for a "nominal fee". Next you will need to sync the remote with the central locking system, procedure outlined in the manual. If that does not work so a search on this forum for other procedures. This is obviously a DIY.
If you have 3 keys that have been matched to the ECU and they can start the car, all you need to do is the last procedure to resync the remote. Hope this answers your question.

bummer, oh well. Ill should have my vag-com cable soon. However, I just called the dealer, and they will do it for $100, and will also cut the blanks I have for free. which save me $50 cause I have 2, and the local locksmith charges $25ea. to cut em.
