Round black cover with 3 screws in boot floor behind spare wheel

Did a search but couldn't find any info. Does anyone know what the circular black cover screwed down to the boot flood immediately behind the spare wheel is? There is a rubber ended cable going into it.

Over the rear axle? The others are correct, fuel tank access.
