Why does my '98 avant have only 172hp to the sedan's 200?
Is this a sick joke? Did somebody at Audi think that a car designed to carry more payload should have less power?
What am I missing in this equation?

you must have the old 12V engine
I guess, as it produced about that much power. The 98 Sedan had the new 30V engine.
Looking at your picture, a 98 Avant is an older-style A6, while I think a 98 Sedan was the newer style.

Welcome to the 12v world. ;)
This is a good engine, as all Audi engines are... but for the quattro version, it is only adequate in terms of power... avant adds to the problem.
For about $3500 you can get the car to 230-240hp... and then hope the transmission can stand up to the torque. Or for about $700-$800 you can get an intake and better flowing exhaust, which could give you something in the 185hp range... a slight boost... probably would make a little difference.
The reason? The sedan went to the new C5 platform in '98 while the avant was carried over from '97, no engine change...
