Full led , outer leds not working on low beam?

Full led , outer leds not working on low beam?
No faults or malfunctions on dash, but the outer lights are now working on low beam. Only on high beam. What can it be, and how to fix it? Any schemes?

I was hoping to find a way to turn those outer lights on and off. I live in South Florida and its so well lit at night you can practically get away with just day running lights.

That's really odd. You should be getting an error on Output Module 1 (labeled # 15 in the diagram) if the outermost light is out. High beams and cornering is handled by Output Module 2 (labeled #16). Output Module 3 (labeled #19) handles the DRLs.
