I thought Audi had said they would enable that feature for free on cars that had it. I’ll try to find a source for that.

Don't expect the law to change in any short period of time. The legislation that was signed gives the NHTSA 24 months to adopt new rules for headlights. Given the speed our government runs at, you will probably have a new car before the law actually changes!
