Did you try turning off

the AC compressor by pressing the ECON button on the climate control as <b>DutchDoofus</b> stated? If the noise goes away, one thing you may want to look into (aside from the compressor itself) would be the electric fan. Mine and a few others failed recently making a high-pitched squeal. I hesitated to mention this before as you said the squeal changes with engine speed, which would then exclude the electric fan as the culprit.

I wonder if you can recode the WCU* to remove the speed limiter? Will VAG-COM work?

Another possibility: mechanical fan clutch

I had a 2000 that made a pitched noise...I isolated it by removing the serpentine belt and the noise went away, then figured out it was the mechanical clutch. Replaced it and never heard from the guy again.
