The noise goes right away. The fluid is fresh. There are no leaks.
Any remedy, or is it just the pump showing its age?

Put a scope, a long screwdriver or your fingertips on the pump and see if it is the pump, the lines vibrating, or, then you are left with the rack. I bet it goes away when the weather gets warmer. I don't know if these cars have a magnet in the circuit, or a good filter, but in the absence of notable bits being left in the fluid I personally would just wait and see.

it goes away after the first turn of the wheel, never to come back until the car is cold again
I'm going to flush with Pentosin 11S and see if that helps. I beleive it has Pentosin 7.1 in it now and that somehow bubbles are forming.

Bubbles are a sure culprit of the PS pump whine. Its a hydraulic pump cavitation.
I flushed my PS fluid and old fluid was kinda "frothy" at some spots. I kept flushing until it was as clean as I could get it. I'm sure some of the old fluid is in the rack, but my whine has lessened. I do get it if I leave my car out in the cold (>25deg F) in the morning start up. It goes away after only 5 minutes of drive time.
