Which of these bolts is the one that is giving everyone such a hrd time? 20? 23? Let me know, as I need to order replacements.

Hard to tell from that picture
There are too many duplicate numbers. It bolts through the topmost part of the spindle and pinches in place the shafts of the ball joints on the upper control arms.
I replaced mine with 8.8 hex cap screws 10mm x 1.25 and a corresponding nuts with blue locktite. I haven't had any problems but I would be a little happier if I had used OE nuts. Those are torque-to-yield one-time use thread and should be replaced.
One had to be drilled out, the other came out easily with a punch.
