Default Differences in D3 emissions from state to state?

When shopping for a D3 S8, is there a difference in the emissions from state to state? IE, California sticks out in my mind. If so, then are there any that are recommended or to be avoided? Thanks.

Audi's are typically 50 state certified for a lot of years now, so should all be the same.

Can't you bring it home and just make it compliant then? Might cost some coin but......
