And actually, it should be free. The 'navbox' is locked to prevent theft of the DVDs in transit from Germany to the dealer. The original dealer should unlock it ...

Aydin; you've misunderstood what he meant by 'Locked'.
What he means is that the 'Eject' button on the navigation is disabled so he can't eject the DVD.

If this is true, the Audi dealer is incompetent. It could be considered that confusion arose over what 'locking' meant as I guess it could be understood as:

1) The NavBox is in 'component protection'; that is it's from another car and there's a VIN mismatch.

As long as it's a legitimate [original or receipted] replacement that's a 20 min job on the link to Ingolstadt [UK prices about £50] and the link auto verifies the VIN, it doesn't 'get sent'.

BUT NOTE: I'm not aware that the NavBox goes into CP anyway.

2) The NavBox is locked to prevent the DVD being ejected and stolen.

That's a 10min job on the VAG diagnostic PC to update the 'Adapation' of the ECU to reset one field from 1 to 0. [UK prices about £25]. That change is described earlier by 'raj99' and can alternately be done by anyone with a VCDS / VAG-COM.
