Need more specifics. The real issue is the cable version, not the software.
For the D3 you need a CAN enabled cable. None of the aftermarket cables will work, so if you have one of those you need a genuine Ross-Tech. Whether your software was registered or not is irrelevant. This is starting from scratch, as R-T does not have an upgrade path from other vendors' cables.
If you had a genuine R-T cable, and it's not CAN-enabled, then yes they offer upgrades. Details on their site. If you actually have a CAN cable, then nothing is needed but to download the newest software version.

CAN is another (newer) communications protocol that the D3 uses. So the cable has to be compatible.
If your cable is more than a year, year-and-a-half old, you don't have it. You'd know if you did, and it's imprinted on it anyway.
The new cables have built-in dongles so you no longer have to formally register the software. Just download and go, as the software will recognize that it's a genuine R-T.
