Default Nope, the C4 platform requires a scan tool (e.g., VAG-COM) to reset. The C5 platform can be reset..
There are some less expensive scan tools available that just reset the SRIs and SRI/ABS warnings. Last time I checked on-line, they were ~$150, so that is why I purchased VAG-COM for ~$50 more so I could do everything.
