Replacing spark plugs and wires
I currently have a '97 A6 with just under 40K. I was wondering when a good time is to replace the plugs and wires. The woman who owned the car before me said that they have not been replaced yet. And if you guys could let me know what brands are good to use and the costs? thanks.

Under 40k.....are you kidding?
Plug wires will last a long, long, time. You're plugs are probably good to the 60k mile service.
You can tell when you have marginal spark plugs because it will start poorly when cold. In other words, it will take a lot of cranking to fire up. You may also experience a misfire at cruise speeds.
If this were my car, I'd replace the fuel and air filters, change the oil and start using synthetic, and only use German oil filters. I would also drain the cooling system completely, flush it completely and put in either the VW/Audi pink coolant, or Zerex G-05 with distilled water (and do that every 2 years). And flush the brake fluid.
