Default Stabilizer bar

Notice this washer don’t move, and it doesn’t look the same as passenger side. And the pictures below is what the bushing looks like after. The metal part is gone, and wondering if this is normal. 97 A6 Quattro. ( 96 parts needed ) split year.
New bushing verses old bushing. Metal is gone on the old ones. Is that normal??

Looks like the washer is fused to the stabilizer bar and the steel bushing that rides over the bar from inside the rubber bushings..it should be loose enough to pull off. You may need some heat and PB Blaster to get the steel sleeve and washer off. If not..then time to find a used/new 4A0411309K stabilizer bar. I would guess yours is 28mm..that would be the correct part number..

I did this last summer and the bar was a bear to reinstall. Used some ratcheting tie straps to pull everything back together.

New the washers look like this:
