Default turn signal issue

I've got a 98 A6 and the turn signals just stopped working properly. In addition, the emergency flashers also don't work properly. The symptons are as follows: when I indicate left or right, the blinkers either don't work or work for 1-2 blinks and then stop. The same is true when I press the emergency flasher button.

Is this a turn signal relay issue? If so, how does one replace the turn signal relay?

Thank you in advance for your help.
Jeff

Default J2 Emergency Flasher Relay

J2 Emergency Flasher Relay is located behind the instrument panel, accessed by removing the instrument cluster.

J2 gets power from the emergency flasher switch and then provides power to the turn signal switch and back to another part of the emergency flasher switch.

I have an extra E-flasher switch that I might consider parting with.
