Sounds like you could just use a multimeter

Yeah two Potentiometers from Radio Shack and a Multimeter (VOM)
Get Pots that can cover the Ohm range in the table from the link on GT Styles website. If you're cheap and have things like radios lying around, pull the volume ***** off and check them, EQ sliders are also Potentiometers, also really small trimmer Pots could be useful for exact measurements, but generally running three Pots in Series and you should be able to dial in any resistance.
