Extra part on the engine? Something the smog guy told me to remove
Center of the pic. The green thing. It looks like it was for the old non EFI engines? For heating the air or something? It goes nowhere.

There's normally a hose that runs from that to the airbox to help heat the intake air when the engine is cold, then a flap shuts as it warms up; the purpose is to help the engine get to operating temp faster. It was used on carburated and EFI cars, so it's supposed to be there, but it's not hurting anything by not being hooked up.

Right. It's not exhaust that flows out, just air that's been in contact with the outside of the ex man. Why exactly are you supposed to remove it?

According to his books it's not supposed to be on my engine, so it has to be removed.
even though he knows it has no functional purpose, and it won't hurt to leave it. he just said, that a hard assed smog tech would make me remove it before the test.

Of course it's supposed to be there.
I've yet to see a VW or Audi with a CIS variant that didn't have that on it. Almost none of them are hooked up, but it was there when it left the factory. It's just a piece of tin that takes the ambient heat from the exhaust manifold and pipes it to the intake. Emissions aren't affected at all.
