They're steel...
They hold the gasket to the car. They're a C-chanel with serrated teeth on it. You shouldn't need to replace them if you're doing your own windshield...usually the will stay affixed to the car even if you pull the gasket out of 'em.

I saw them. Windshield guys just discarded them.
I had my windshield removed - then I drove the car home with motorcycle helmet. I'll do rust touch up and then they'll install new glass.
They don't use them - said they use poly????

That's because...
they know how much of a b**ch it is to put the gasket back over top of them if they took the gasket out.
I had to loosen the dash to slide it back a few " so I could get the bottom to seat correctly.
The sealant they use will do fine once the windshield's in place. It won't go anywhere.
On the car I just repainted, it had a lotta rust around the bottom of the windshield. Removed, ground out, filled, and POR-15'd overtop the parts that would be under the gasket. From the other posts, you're on the right track.
