On a 91 200 what was the intended use of the square low output lights inboard of the headlights?

On a 91 200 what was the intended use of the square low output lights inboard of the headlights?
Were they intended a s daytime running lights? or some sort of foglamp. My 200 has bumper mounted turn signals that you would think would double as a parking light but don't. The inboard lights are on all of the time and when the ignition is off they stay on with all of the rest of the parking lights. These things seem worthless. I ask because I just changed to PIAA X-Treme White headlights and have had them on all cars except those with HID's. They are a halfway point to HID's. If I step up and replace the inboard lights with a white light and higher output will I make them worthless and dangerous to oncomming traffic due to the diffusion. If I replace these with amber or yellow will they serve a better purpose? Any ideas?
BTW--What are these things? I'd love to mount some driving lights into these spots but no one makes a driving light this shape plus I would have to rewire for the added amperage and use. Sop amber seems to be the best choice in lieu of the wimpy dim bulbs in there now.

Just park lights. And PIAAs are halfway to losing your wallet, not to HIDs :P
You can put driving lights where the signals are, and make the front parklights (in the headlight) the blinkers.
Or... you could just do what's right and get euros :-)

As Mark says, no matter what you do with the DOT lights bulb-wise, you still have poorly lensed DOT lights. Your "super white" or whatever bulbs are just going to melt the connectors and bulb housings.
The real solution to improved lighting on these old cars is relayed Eurolights.
The only US cars from this era of Audi that had halfway decent DOT lights were the V8s. If you relay a set of V8 DOT lights you have somewhat acceptable lighting.

Or....get a V8 hood and (more plentiful) Non-turbo eurolights....
build yourself a relay harness...put 2-stage (1156?) LED bulbs in a Mercedes turn signal bulb sockets and use the markers for turn signals. Then install driving lights in the bumper for added front-mounted flamethrowing....and Voila!:

Actually I had PIAA's on 3 Jeep's, 2 Mustang's, a Lightning PU, found them to be superior
in a DOT lensed luminare over Sylvaina's and a few other brands that cost less and I wasted money on. Never had wiring issues, they don't draw as much amperage as others for the output, never burned one out (unlike others) and they throw off good light in a DOT limited application. Have had Bixenon's on my S-4 and admittedly there is no light like that but I don't have that luxury on a '91 vintage car and PIAA's are about the closest thing for the dollars unless you change the luminare assembley which costs even more. You get what you pay for...no flaming intended....JMHO
