Default electrical surge / head lights

Hey Guys, Glenn here. I'm new to this stumbled on here by search. I reacently purchased 1990 100 Quattro. the previous owner put in new altinator, I sent it to mech. to be tuned up and fix door locks. I was in no hurry to get the car back for coulple months. I put in a new battery sence I got the car back. What I'm experienceing is the head lights surging up and down or the air conditioning surging up and down with the volt meter pegging out to 16 volts, only if one or the other is on. If both AC and headlights are on it runs normal with no surge at 12-14
volts. Is there a speed sensor or module I need to know about? Thanks for any info.

I'd check out the voltage regulator.
