The pump will run when the engine is cranking. It needs to see the hall TDC combo to send a spark. My first guess is that the ground is missing from your hall sender. Trace your spare wires back to their sources and check the wiring diagram to find out what they need. Find out if your parts car was an early or late 87 model, there are some differences with the wiring.

Everything checks out
I got my hands on a bently. Went thru everything per bentley ingition section. Every sensor checks out good except the ECU output to coil. Bentley show min spec of .2v output. I get nothing for about 5 seconds then it spikes to 9v. I even made a LED test light and it turns on but does not flash. I'm running out of ideas. Thanks for the imput on that Hall. That's what I was thinking but it checks good.

Your timing is off and the ECU see this, which is why it isn't sending the signal to the coil.
The reason why you're getting a single spark is that when you turn off the ignition this causes the coil to collapse and send a spark. You can hookup your LED on the coil can turn the distributor until it start to flash.
