IME, the differential pressure regulator (the black one at the end) can be a problem, but usually that fails the voltage test if it's bad. The fuel pressure regulator (external) is good unless you can pull air thru the port. The flap position sensor in the side of the FD rarely fails.
When I pick up CIS cars (CGT x 4) and need to do field repairs to get them running, I skip diagnostics and swap the whole unit with a known good I have just for that purpose. Other than the DPR, it's usually just easier/cleaner/faster to swap the whole unit. YEMV

Have you measured the voltages at the O2 sensor?
It is easy to get to and should be easy to see if it as failed. When I have seen failed o2 sensors they tend to give a constant voltage reading. They should give a constantly changing voltage reading.
A shot O2 sensor will make for very poor running and rotten milage. The ECU will be running in an open loop mode.
