i have read threads about how this wire corrodes and goes to copper oxide. i am replacing the starter, and the coating on that wire is pretty toasted. so where's the other end?

Re: where is the other end of the small wire on the starter?
It goes all the way to the fuse box. I've cut it back on 5k, 200 and 4k cars to clean wire somewhere up on the engine compartment, but others have reported finding corrosion inside the sheathing all the way to the fuse box.
Recommended replacement is marine wire of the same gauge. It resists that internal corroding better.

Kneale's correct: use tinned stranded wire.
I like Marine Type 3 stranded wire.
Electrotinning of each strand before the wire is stranded raises its maximum temperature rating. If you feel extravagant, pull a foot or so of high temperature tubing over the end of the wire in the vicinity of the starter.
