1990 80 4 fwd. My enginge temp is rising past the half-way mark, however my cooling fans are coming on only after I turn the car off. What gives?

Well, you probably have a bad temp sensor that
turns the fan on when your car is running. Not totally sure about the 4 cyl, but the temp sensor/switch for 5 cyl is in the bottom of the radiator.
These cars have an after-run thermoswitch that blows the fan(s) a while when you shut down, in case it is too hot under the hood. On the 5 cyl, that sensor is at the back of the valve cover, more or less.
So, it sounds like your fans work fine, but you have a bad sensor, or wiring or whatever.

The sensor at the front of the head is tirggering the fan after shut-off.
The sensor in the radiator (which controls the fan when the car is running) probably needs to be replaced.
