I thought I would be safe with that, but today i failed again on hydro carbons....they even went up from 1.30 (first test) to 1.96; 0.80 is limit. I know one of my cats is bad....i guess thats whats causing everything??

Bad cat will hurt emissions......get it fixed.
Standing at rear of car, do you get a whiff of unburnt fuel? Have you pulled the plugs since going to the emissions test? Take a look.

Yeah, I get fuel smell sometimes and that sulfur crap too, but not often
What do you mean did I pulled plugs? I changed my plugs today and little bit after that went to test.

If you are smelling fuel back there and sulfur, that's a sure sign one of the 2 cats is gone.
Sulfur smell means that there might be imbalance in the emissions equipment on your car. Fuel smell means your car is running rich and blowing unburnt fuel out your exhaust pipe, not good. No wonder you flunked.
