E-brake handle stuck up after snow donuts. Rolls when neutral, so don't think it's actually engaged

Yeah, I've decided to bring it to my mechanic.. I was making zero progress, even with center apart..
There isn't much budge in any of the moving parts, and the handle itself didn't wanna budge in taking it apart. At least the garage was about 10 degrees, much better than the temps have been lately.

It pulls off - sort of
The square tang on the rear end of # 19 sticks in under # 20. It goes over a raised up hook on the top of the lever. If you pull # 19 forward, the tang just digs in deeper under the hook.
To remove #19, you have to first pry the undersides of # 20 apart (they are hooked into a notch on the underside of the lever #1). Then get under the square tang with a thin pick, push # 19 slightly toward the rear so that you can lift it off the hook with the pick. Lift up on the tang, and when you get it high enough to get over the hook,then # 19 will pull off of the front. When you get it off, check to make sure that the hook has not been raised too high by someone pulling like a madman on # 19 trying to get it off. If it looks like this is the case, you might want to bend it down slightly so that removal is a little easier the next time.
