Is the EGR vacuum regulator solenoid valve supposed to vibrate/pulse?

Is the EGR vacuum regulator solenoid valve supposed to vibrate/pulse?
I am talking about the valve located that is very close to the MAF sensor and intake manifold changever valve. This is for the 12v V6. Is it supposed to pulse nad vibrate like that? Thanks.
