Judging by the relative ease in which I was able to pull it out and how much it moves around when re-inserted I would say this is a possible if not definite vacuum leak. Futhermore my valve cover gasket was leaking in this area. This was fixed and I degreased the intake manifold but obviously oil had leaked past the injector o-ring furthering my vacuum leak suspicion. If oil can leak past so can air. I have new o-rings and I am going to check the injector flow, atomization, etc. while I have them out. My question is what do I clean this mess up with?

Howdy! Well that isn't actually the injector, that is the shroud around the injector. There are two seals on the shroud, looks like your are actually just fine, see how that oily schmutz is not moving past the seals. Removing the injector from those shrouds is hard, usually resulting in breaking the shroud. I did injector seals and new shrouds + seals, almost no noticable difference.
Those shrouds go in and out very easily, that's normal.
Run some Techron before your next oil change, that is a really dirty looking shroud, the rest of the internals are probably just as bad unless you have run other good quality cleaners, Techron is nearly the only thing I trust.
I wouldn't worry about your injector or shroud seals, but they are cheap if you do plan to replace. Buy new shrouds, crack the old one into pieces, at that age you can do it by hand usually, remove lower injector seals, remove circlip holding the top green seals on, soak all the new seals in gas before installing, pop new ones on, pop the injector in the new shroud, new shroud seals are real easy, pop in.
If you feel like checking the injector spray pattern and possible after shut down leaks this is the time. Pop off airboot, remove FPR, jumper two larger terminals opposing each other (you'll hear the pump), aim injectors into a container, lift airflow plate and watch. Clean heads off, wait 3-4 minutes, if you see fuel on the tip the injector is leaking.
Cheers,

Howdy! FPR in this case is fuel pump relay, sorry I didn't make that clear enough. FPR has those two meanings lurking behind it.
Cheers,
