speedo issue

Default speedo issue

okay, so I pulled my cluster out, took out the speedo checked all the soldered joints(all ok) and cleaned all the pins/harnesses to the back but it still stops working....
my problem is:
no matter how fast I'm going(80 for example) after about just under 5 minutes on the freeway it used to drop down to ~25(now drops to ~17) and that's as high as it goes... and it's just inaccurate the entire time and have to go off the tach and that's not great and annoying....
Also, I noticed on the side of the cluster(tach side) there was two sets of.... switches? one has one sliding switch(left to right) and the other has 3 switches that are like sliding on/off switches... I'd like to know what they are for if I could get some input that would be great.

if anybody knows how to fix my speedo that would be amazing.. I've replaced trans speed sensor and done all the thing that are common in the cluster itself. it's kind of intermittent since after a while of the car being off(hours) the speedo will work for a bit then stop again.... I've asked multiple times and never gotten a rePly.. thanks..

by the way the car is a 90 90 20v Quattro...
